Thank you - I figured it out.
There is separate tab at the bottom-right corner of the page which says "Lightroom Standalone - Perpetual license" --> Buy Now --> which is the only link which allows one to choose upgrade option.
The "Buy Now" button at the Top-Right corner provides you option of only "Creative Cloud" --> monthly or annual.....
