Other screen sharing software does show the Photoshop document window.
But it sounds like Google Hangouts doesn't pick up the OpenGL display correctly.
You can try disabling OpenGL drawing in Photoshop's preferences, or contact Google and file a bug about Hangouts not seeing OpenGL content.
