You use Lightroom's Crop Tool (the keyboard shortcut is R) and then set the dropdown to 8.5x11

If you don't want to do any cropping, then you can't print it at 8.5x11 without having the problems you mentioned

Those are the two choices in Lightroom: crop it and it will print properly, or don't crop it and have the printing problems.
