Sorry, you did say Windows 7 a few posts back. Consider uninstalling again, then run the clean tool (CS Cleaner Tool for installation problems | CCM, CS6, CS5.5, CS5, CS4, CS3) to be sure it's really gone, and do a "clean boot" (How to perform a clean boot to troubleshoot a problem in Windows 8, Windows 7, or Windows Vista) before running the installer again. You can restore normal startup after.
Before you do that, though, create a new user account on the computer and see if ID behaves any differently for that user. Also, check to be sure that the default printer is NOT set to be a network printer for the initial launch of ID, and that the printer is turned on if it's a physical printer (you can use a virtual printer like the AdobePDF printer or the XPS Document Writer if there is no real printer attached directly to the computer. You can switch that back, too, once ID has launched successfully.
