I have now subscribed to the Adobe Pack and used it to re-convert the file from word to PDF. When I open it in Reader I get all the annotating options. When I send it to the beta readers who have Reader XI they cannot annotate ( even though the file properties say this is allowed). It seems I have been advised to buy something which did not solve the problem!
