how do i print people in outline form only from a photo

I have a photograph of a family union with about 120 people in the picture. I would like to print the photo showing all of the people and then print a copy of the photo with an outline of the people only so that names can be filled in.

Is there anyway that Photoshop can do this?

Any help in this would be greatly appreciated.
