Thank you for identifying the program of interest as Premiere Elements 12 on assumed Windows 7, 8, or 8.1 64 bit computer.
We are not Adobe trying to sell you Premiere Elements (any version). This is user to user where this user tries to supply Premiere Elements users with customized answers to Premiere Elements questions.
1. You can read the Premiere Elements 12 Help PDF that is available online, and it has Table of Content with clearly defined Chapters and subject matter under those Chapter titles including the items that I am about to mention

2. The Adobe Effects Reference link that I already gave you is an excellent one for sizing up the Effects situation, including Color Correction and Brightness.
The header of that Effects Reference document has a list of categories to click on...Adjust for Brightness and Color Correction for Color Correction.
In the Premiere Elements 12 Expert workspace you would find Color Correction under the fx Effects Tab/Color Correction. For
Brightness, see fx Effects/Advanced Adjustments/Image Control. These particular effects you drag into the Timeline clip and then edit
the effect under the Applied Effects Tab.
3. In Premiere Elements 12, you can burn to DVD-VIDEO on DVD disc, AVCHD format on DVD disc, and Blu-ray disc format on Blu-ray disc.
You can also burn to folder for DVD-VIDEO and AVCHD (VIDEO_TS Folder to take to DVD-VIDEO on DVD disc and the BDMV Folder to take to AVCHD on DVD disc with 3rd party software. No burn to folder for Blu-ray. And, Premiere Elements stop markers do not function at playback for AVCHD DVD or Blu-ray disc format on Blu-ray disc.
4. As for Rotation...
a. Right click the file on the Expert workspace Timeline, select Rotate 90 Right or Rotate 90 Left from the pop up menu.
or
b. Select the Timeline clip, go to Applied Effects Tab/Applied Effects Palette/Motion Panel expanded to find the Rotation option
with more controls.

You leave yourself open to a lot of surprises if you do not look at the Premiere Elements 12 tryout before purchase. It can crash like any other version of Premiere Elements or any other software given the appropriate circumstances (some explained, some not.)
And I have no idea where you are coming from when you ask
BTW, Can PS 12 burn Blu-Ray?
Is that supposed to represent Premiere Elements 12? The abbreviation made me wonder since PS typical is used to represent Photoshop and PSE is used to represent Photoshop Elements. I am assuming that you meant Premiere Elements and that PS was a typing mistake.
