This is the source of your problem:
First YES there is a www folder in our local file of whitewatertours.com. Here is a screen shot of our FTP root folders - our new server moved/changed folders in Jan and we did not start any work with DW until march, things used to work fine prior to that.
There should never be such a folder within the root of your local site. Your site's folder hierarchy should be this -
C:/Whatever/Root/<all of the site's files>
The path to your local root folder in your site definition would be like this -
C:/Whatever/Root ("Root" is just the name of your root folder, and "Whatever" is a path of any complexity leading to that root folder)
The "www" or "public_html" (on this server setup, it doesn't matter which you would use) should go into the Root Directory folder of your remote site configuration of the site definition. If you have done all of these things then DW will be able to properly manage your links.
Now - if the "www" folder is WITHIN the defined local root folder for your site, you should edit the local root path in the site definition to point at the www folder. That folder would never appear within the defined local root of your site,
