yes there are offline versions of Photoshop, as you call it, anything below CC. That needs you to pay every month for it and access it online. So cs6 cs5 cs4 etc, available from amazon or such like companies where you buy the disc and install it. Of course the older the version maybe ebay you can buy cheaper versions. Not sure though how the serial number things works on 2nd users.
