I have not uploaded any webpages to a host server and am unable to do so without prior approval. So, I don't think that's an option.
Attached, please find two pictures of what I see on my end. As I keep pulling the window down further, it increases the space between the video and the dots, instead of having the video stay in the same place and allowing me to see more of the video by expanding the window downwards.
