I suspect this was an announcement that the main adobe offices will be closed from 6/30 to 7/4. But support is still available.
Edit: I'm wrong. (There is an Adobe office summer shutdown, but it has nothing to do with this announcement.)
I made the call, and picked the option that includes Premiere (and several others). Sure enough, (my paraphrase) "Please note that phone support will be discontinued for your product." They refer to forums and chat as options.
