Illustrator cannot make a perfect circle

So, I need to split a 30" circle into 12 even pies. I select the elipse tool, hold the option key, click on the center of my page and enter 30 x 30. I use the pen tool to make a vertical 15" radius, I rotate it 30º and turn the two radii into guides. Then I select the scissors tool to cut the circle @ the 2 points the radii touch it. However, I notice the scissors tool does not want to snap to the second radius, the vertical one is NP. When I zoom in, I can see that the second radius does not quite touch the circle. I scratch my head, start over again, same thing. Then I rotate the circle 15º, and check the info box. The circle is now 30.0074" instead of 30". (Illustrator can only give dimensions based on the x & y values) If I rotate the circle any multiple of 45º, still 30 x 30, but rotate it any number other than that, not 30" anymore. I have tried several versions of Illustrator, all the same result. It's not a big deal, I just made the radii a bit longer, the circle a bit bigger, cut the circle, used the pen tool to finalize the pie, then masked all 12 with the correct dia. circle so the outside corners of the pies line up perfectly (which they will not otherwise).
